Suspect Identified in Keokuk Murder Investigation

KEOKUK, Iowa – The Iowa Department of Public Safety’s (DPS) Iowa Division of Criminal Investigation (DCI) is assisting the Keokuk Police Department with a homicide investigation that took place on October 2, 2016. The investigation quickly identified Russell J. Tallman, 39, as the primary suspect for the death of Carrissa Rivers.

As part of the investigation, a search warrant was obtained for the Tallman residence, 1828 Franklin Street, Keokuk, IA.  At approximately 2:45 PM on Sunday, October 2, 2016, entry was made into the residence by the DPS’s Iowa State Patrol Area D Tactical Team.  Upon entry, officers discovered Tallman in the basement with an apparent self-inflicted gunshot wound to the head.

Tallman’s autopsy is scheduled for Tuesday, October 4, 2016, at the University of Iowa Hospital and Clinics. As previously stated, officials believe this is an isolated event and that the public is not in danger.
